Above all things, corruption exists in preschool education. Many kindergartens and schools do not accept children without a bribe. They claim that they cannot take another child whereas a school building is too small for so many students. It is strange to see Japan among the most corruptive economies in the system of education. It means that corruption is not always the result of low income and shortage of resources.
